  • UAE: Federal Decree-Law No. 34 of 2021 makes VPN use to access prohibited services punishable by up to AED 2 million fine plus possible imprisonment. General privacy VPN use is a separate grey area.
  • Saudi Arabia: VPN to access prohibited services carries up to SAR 500,000 fine. General use less aggressively enforced.
