Free Call in UAE 2026: Legal Apps, Blocked Apps, and Real Workarounds

May 11, 202612 min readBubblyPhone Team

Make legal free calls in UAE 2026. WhatsApp / FaceTime / Viber voice are blocked — BOTIM, GoChat, C'Me, Google Meet and Truecaller in-app are the legal alternatives. Plus du/Etisalat rates, tourist workarounds and the AED 2M VPN trap.

Free calls in the UAE 2026 — which apps actually work and which are blocked

“Free call in the UAE” means something different from anywhere else in the world. WhatsApp voice and video calls, FaceTime, Viber, IMO and most consumer VoIP apps are blocked on UAE networks— and have been since 2018. The TDRA (Telecommunications and Digital Government Regulatory Authority) licenses a short list of legal alternatives, and a wrong attempt to bypass the rules with a VPN can carry a fine up to AED 2 million. This guide is the practical 2026 truth: which apps you can actually use for free, what each carrier sells as a paid layer on top, and the workarounds for tourists who want to keep using their home WhatsApp.

UAE free-calling at a glance

Blocked on UAE networks:

  • WhatsApp voice & video
  • FaceTime (audio + video)
  • Viber voice
  • Facebook Messenger voice
  • IMO voice (mostly blocked)
  • Signal voice, Telegram voice

Legal & free in UAE:

  • BOTIM (app-to-app free)
  • GoChat (Etisalat's app, free)
  • C'Me (du's app, free)
  • Google Meet / Microsoft Teams
  • Zoom (free meetings)
  • Truecaller in-app voice

Why “Free Call” Is Complicated in the UAE

Three things you have to understand before picking a free-call method:

  • UAE telecoms are tightly regulated. The TDRA licenses which VoIP services can operate. WhatsApp and most major consumer apps don't hold a UAE licence, so their voice/video features are blocked by du, Etisalat and Virgin Mobile at the network layer.
  • The block applies to network infrastructure, not just your phone. It doesn't matter whether you're on 5G mobile data, home fibre, hotel Wi-Fi or a coffee-shop hotspot. If the traffic routes through a UAE ISP, the block applies.
  • VPN bypass is illegal for accessing blocked services. UAE Federal Decree-Law No. 34 of 2021 makes using a VPN for the purpose of accessing prohibited services punishable by fines up to AED 2 million and possible imprisonment. General VPN use is grey-area; using one specifically to make a banned WhatsApp call is not.

The good news: the TDRA-licensed alternatives below are genuinely free for app-to-app calls, and they work across all seven emirates without VPN tricks. Most newcomers spend a week trying to get WhatsApp calling to work before someone tells them to install BOTIM.

Genuinely Free Calling in the UAE (Verified 2026)

Each of these works on du, Etisalat and Virgin Mobile without any payment, signup beyond the normal app install, or VPN. App-to-app calling means both you and the person you're calling need the same app installed.

Which App Should You Pick? (Decision Guide)

👨‍👩‍👧 Calling family abroad (India / Pakistan / Egypt / Philippines)

Use BOTIM.By far the most-installed app in expat-corridor families. Send your relative the install link from inside the BOTIM app; they don't need anything else. Voice and video both work over 4G or Wi-Fi.

🏢 Calling someone in the UAE for business

Use Google Meet or Microsoft Teams— both legal, both free for the basic tier, and most UAE businesses already accept meeting invites in one or the other format. Skip BOTIM here unless your contact specifically asks for it.

📞 Calling a real Indian phone number (your father's landline, a bank, a doctor)

You need a service that terminates on the Indian PSTN.Free app-to-app calling doesn't reach a landline or anyone without an app installed. Options: BubblyPhone (browser, ~$0.13/min to India, 30 min free signup), BOTIM Call Out (paid bundles from ~AED 50/month), or your du / Etisalat International Calling Plan.

🎥 Quick video catch-up with a friend (under 40 min)

Zoom.40-minute cap is the catch but for a half-hour catch-up it's the lowest-friction option — no app on the recipient side, just a meeting link.

✈️ Tourist who just landed and WhatsApp calls aren't working

Your options are: (a) install BOTIM for the duration of your trip and use it for calls back home; (b) use a roaming eSIM from a foreign provider so your data doesn't route through a UAE ISP — this is a grey-zone workaround, technically legal but expect WhatsApp calls to sometimes still fail; or (c) use Google Meet / Zoom for the trip and resume WhatsApp calls when you leave the UAE.

When Free Isn't Enough: UAE Carrier Calling Plans

If you need to call regular phone numbers (not app-to-app) regularly, the UAE carriers sell international calling plans:

Carrier / PlanIndia RateActivation
Etisalat standardAED 2.52/minDefault for any plan without an add-on
du standard~AED 1.50/minDefault
du International Calling PlanAED 0.38–0.49/minDial *135*70# to activate
BOTIM Premium (du / Etisalat)Bundled minutesAED 50–99/month flat fee
GoChat international packs (Etisalat)Bundled minutesAED 50, AED 99 packs

Rates verified from du and Etisalat published price guides, May 2026. Always confirm current rates with your carrier before activating.

Browser-Based Alternative: BubblyPhone

For calls to real phone numbers outside the carrier-plan ecosystem, BubblyPhone's browser dialler works in the UAE because the call terminates as a normal phone call on the destination side — it's not subject to the consumer-VoIP block that affects WhatsApp. Sign up with email (no UAE phone number required, no credit card), get 30 minutes free, then pay per-minute based on destination:

  • India mobile / landline: ~$0.13/min (AED 0.48)
  • Pakistan mobile: ~$0.12/min (AED 0.44)
  • Egypt mobile: ~$0.15/min (AED 0.55)
  • Philippines mobile: ~$0.23–0.41/min by carrier (AED 0.85–1.50)
  • UK landline: ~$0.01/min (AED 0.04)
  • US/Canada mobile: ~$0.01/min (AED 0.04)

Compare to Etisalat's default rate of AED 2.52/min to India — a 10-minute call costs AED 25 on Etisalat default versus AED 4.80 on BubblyPhone.

Real Calls from the UAE, Legally

BubblyPhone works on du, Etisalat and Virgin Mobile networks. 30 minutes free credit on signup, then ~$0.01–0.15/min depending on destination. Browser-only, no app to install.

Common Questions

Are WhatsApp calls really still blocked in the UAE in 2026?

Yes. As of Q1 2026, WhatsApp voice and video calls remain blocked across all seven emirates by the TDRA's federal VoIP regulations. WhatsApp messaging (text, photos, voice notes, documents) continues to work normally. Travel eSIMs, BOTIM, GoChat and du Wi-Fi Calling are the practical alternatives. There has been no official TDRA announcement of a policy reversal.

Is BOTIM really free?

BOTIM app-to-app voice and video calls (you on BOTIM, recipient on BOTIM) are free. BOTIM's “Call Out” feature for calling regular phone numbers is paid via monthly BOTIM Premium packages sold through du and Etisalat, typically AED 50–99/month. App-to-app is the part that's truly free.

Can I get fined for using a VPN in the UAE?

Yes, under specific circumstances. UAE Federal Decree-Law No. 34 of 2021 makes using a VPN for the purpose of accessing prohibited services or committing a crime punishable by fines up to AED 2 million and possible imprisonment. Using a VPN for general privacy reasons (without bypassing blocked services) sits in a grey area. Using one specifically to make a banned WhatsApp call carries real legal risk. The TDRA-licensed apps are the safer path.

Can tourists make WhatsApp calls in the UAE?

In theory yes if you stay on your home eSIM / international-roaming data and don't use UAE Wi-Fi — some traffic patterns aren't caught by the filter because your DNS resolves abroad. In practice, even roaming users often find WhatsApp voice fails on UAE networks. The reliable option for tourists is to install BOTIM for the trip and use it for the duration. Many hotel staff will recommend it on arrival.

Is FaceTime blocked in the UAE?

Yes. Both FaceTime audio and video calls are blocked under the same TDRA VoIP regulations as WhatsApp. iMessage text continues to work; FaceTime audio/video does not. For iPhone-to-iPhone alternatives in the UAE, BOTIM and Google Meet both work.

What's the cheapest way to call an international number from UAE?

For app-to-app calling, BOTIM and Google Meet are free. For calling real phone numbers, browser-based VoIP like BubblyPhone at ~$0.01–0.15/min depending on destination is typically cheapest. du's International Calling Plan (activate with *135*70#) is competitive at AED 0.38–0.49/min to India and similar destinations. Etisalat's default ISD rates without a plan should be avoided.

Does Truecaller in-app calling work in UAE?

Yes — Truecaller's in-app voice calling (between two Truecaller users) isn't on the blocked list and works normally on UAE networks. This is a quietly-useful free option because most Indian, Pakistani and Bangladeshi smartphone users already have Truecaller installed for caller ID.

Can I receive WhatsApp calls in the UAE from abroad?

No — the block is symmetric. If your relative in India tries to WhatsApp-call you while you're on a UAE network, the call won't connect from their end either. They'll need to install BOTIM (or use Truecaller in-app calling) to reach you.
