  • Workspace Voice: Yes — Google itself issues real +31 Dutch numbers to Workspace customers. Netherlands has been on the first-party calling list since January 2020.

The Netherlands has the weakest competing content of any country in this cluster. Search “google voice netherlands” or “google voice nederland” in 2026 and you mostly get Google's own help center, a 2020 AndroidWorld launch article, and a single competitor page (vpnranks.com/nl) that pushes a Terms-of-Service-violating VPN workaround. None of them explain the ACM regulatory frame, the January 2020 launch, the Voice Starter geographic block, or the strong Dutch-native alternatives. This guide does — with citations to ACM, the Telecommunicatiewet, and Google's own May 2026 documentation — plus an honest 4-way comparison featuring Voys, the Groningen-based holacratic VoIP company most international roundups miss.

Is Google Voice available in the Netherlands?

Yes for Google Workspace customers; no for personal Gmail accounts.

Personal Google Voice (free): not available in the Netherlands. The legacy consumer product has been US-only since 2009 and remains so. The 2025 Voice Starter for personal Google accounts ($10/mo) is also explicitly limited to US users per Google's own support page. Dutch residents on personal Gmail cannot sign up for either flavour.

Google Voice for Workspace: yes — the Netherlands sits on Google's first-party calling country list (last updated 11 May 2026), alongside Belgium, Canada, France, Germany, Ireland, Italy, Spain, the UK and others. “First-party” means Google itself provisions Dutch numbers — geographic (020 Amsterdam, 010 Rotterdam, 070 Den Haag, 030 Utrecht, 050 Groningen, 040 Eindhoven, etc.) — directly to the customer. Google Voice for Dutch G Suite (now Workspace) customers actually launched as far back as January 2020, ahead of the broader European Voice expansion in February 2022 (per AndroidWorld.nl's 22 January 2020 coverage). One important Netherlands-specific gotcha: Voice Starter ($10/user/month) is not available in the Netherlands. The smallest paid tier for Dutch Workspace buyers is Voice Standard ($20 USD/user/month).

Why Workspace works but personal doesn't — the ACM reason

The Dutch telecom regulator is ACM(Autoriteit Consument & Markt). ACM administers the national Nummerplan and issues number blocks only to providers registered with it under the Telecommunicatiewet and the related Nummerbesluit. Three things directly shape Google Voice in the Netherlands:

  • ACM Beleidsregel uitgifte nummers 2025(ACM/UIT/661454) — the current number-issuance policy that tightened scrutiny on number warehousing and allocation. Any provider issuing Dutch numbers must comply. See ACM's 2025 publication.
  • ACM's Beleidsregels VoIP-nummering— the policy specifically for issuing and using Dutch numbers for VoIP services. The current consolidated PDF governs which kinds of Dutch numbers (geographic 0xx, 085 nomadic, 088 corporate, 0800 toll-free) can be issued by which kinds of providers.
  • 112 emergency-call obligationsunder Telecommunicatiewet art. 11a.1 plus the Universele dienstrichtlijn — VoIP providers offering numbered services in the Netherlands must route 112 to the appropriate Meldkamer. ACM treats nomadic VoIP services as carrying a duty-of-care to warn users when 112 may not work (e.g. during power outages), which is exactly the caveat Google's Voice emergency-calling page emphasises.

Why does Workspace get Dutch numbers but personal Voice doesn't? Personal Google Voice is a US consumer product tied to the US numbering footprint (Bandwidth.com et al.) and has never been registered with ACM. Workspace Voice operates through Google Commerce Limited (Ireland) routing via ACM-recognised carrier partners that do hold Dutch number allocations — this is what “first-party calling” means on Google's docs. It's a partnership structure, not a Google business whim. France's ARCEP-equivalent picture is similar — see our Google Voice France guide for the cross-EU comparison.

5 Google Voice limitations that matter in the Netherlands

1. No SMS or MMS on Dutch numbers

Per Google's SMS documentation, Voice texting is restricted to US and Canada numbers. Dutch +31 Voice numbers cannot send or receive SMS — not on Standard, not on Premier. If you need two-way SMS for 2FA, customer support, or marketing on a Dutch number, Google Voice is the wrong tool. Use Voys, Aircall, Ringover or a Dutch mobile carrier (KPN, Vodafone, Odido).

2. Voice Starter ($10) isn't available — Standard is the minimum

Voice Starter is geographically restricted to the US. Dutch Workspace buyers must take Voice Standard ($20 USD/user/month) or Voice Premier ($30). Combined with Workspace Business Starter (~$6 USD/user/month), the smallest Dutch Voice deployment costs around $26 USD/user/month before VAT — not the $16 entry that applies in the UK, Germany or France.

3. No 0800 toll-free Dutch numbers

Google Voice provisions only geographic Dutch numbers in first-party mode. There's no 0800 toll-free product, no 0900 premium, and no 085/088 non-geographic at consumer signup. For 0800, you need Voys, KPN ONE, Aircall or a Dutch carrier directly — or SIP Link with a BYO Dutch carrier.

4. Dutch numbers basically can't be ported in

Per Google's number-porting requirements page, the following are explicitly excluded for European countries: mobile numbers, non-geographical (nomadic) numbers, and VoIP numbers. In the Dutch context that covers 06 mobile, 085 nomadic, 088 corporate, and most VoIP-issued geographic numbers — i.e. nearly every Dutch number you might already own. Effectively only traditional PSTN-issued geographic numbers (KPN copper-era 0xx allocations) can be ported into Google Voice, and even then with full LoA and service-address paperwork.

5. 112 works — but with a published power-outage caveat

Google Voice supports 112 calls for Dutch Workspace accounts, but Google's own emergency-calling page states: “in the event of a power outage, loss of your internet connection, or a Google Voice service outage, emergency calling will not be available on Google Voice. Use an alternative phone service to dial emergency services instead.” This is the ACM duty-of-care warning — it applies to all nomadic VoIP in the Netherlands. Keep a Dutch mobile SIM available as backup if you live or work in outage-prone areas (rural NL, older buildings).

Can I use a US Google Voice number from the Netherlands?

Yes. Existing US Google Voice numbers work from anywhere over Wi-Fi or mobile data via the Voice app or web. Calls and SMS to US numbers from the Netherlands are free; calls to Dutch numbers from a US Voice number use Google's standard international rate.

Account-flagging risk in 2026:Google has tightened enforcement against accounts that consistently log in from non-US IPs. Long-term expats sometimes report their Google account auto-migrating to .nl, which can strip the Voice number entitlement. Mitigation: keep a US billing address on the Google account, log in occasionally from a US IP if you travel. Don't rely on Voice to receive 2FA codes from US banks — many refuse VoIP-issued numbers as receivers, so test before you depend on it.

Workarounds people try (and why they fail)

VPN + US virtual SIM number

The vpnranks.com/nl path. Violates Google's Terms of Service. Long-term logins from a Dutch IP can trigger account auto-migration to .nl, which strips the Voice number. Suspension can cascade to your whole Google account — Gmail, Drive, YouTube, the lot. Not worth the risk.

Trying to port a Dutch number in

Google's porting requirements explicitly exclude European mobile, nomadic and VoIP numbers. There's no path to bring an existing 06, 085, 088 or VoIP +31 number into Voice. Keep it where it is, or move it to Voys/Aircall/Ringover where it actually can be ported.

Skype Number — no longer an option

Skype Number used to be a popular way to get a +31 inbound number for people abroad. Microsoft retired consumer Skype globally on 5 May 2025 and the replacement (Teams Free) doesn't include PSTN. Use a real alternative

For a Dutch inbound number, use Voys, Sonetel, Aircall or Ringover — all ACM-aware and properly licensed. For outbound calls to the Netherlands, use a pay-as-you-go service like BubblyPhone. Both paths below.
