Of all the EEA countries on Google's first-party Voice calling list, Italy has the most distinctive legal stack: Google operates a dedicated Italian entity — Google Cloud Italy S.r.l., Milan— as the named provider of Voice service for Italian customers, separate from the Dublin-based Google Voice Ltd. that covers the rest of the EEA. Yet the entire current SERP for “google voice italy” / “google voice italia” misses this, runs on stale USD pricing on Italian-language pages, ignores AGCOM's August 2025 anti-spoofing decision, and never mentions Wildix — the Italian-founded UCaaS provider that's the only European vendor recognised in the 2024 Gartner Magic Quadrant. This guide replaces that with the verified 2026 picture, AGCOM regulatory context, and an honest 4-way alternative comparison featuring Italian-native names that actually matter.

Is Google Voice available in Italy?

Yes for Google Workspace customers; no for personal Gmail accounts.

Personal Google Voice (free): not available in Italy. The legacy consumer product has been US-only since 2009. The 2025 Voice Starter for personal Google accounts ($10/mo) is also explicitly limited to US users per Google's own support page. Italian residents on personal Gmail cannot sign up for either flavour.

Google Voice for Workspace: yes — Italy sits on Google's first-party calling country list (one of 14 countries). Italy joined as part of the 8 February 2022 European Voice expansion which made calls between European Voice numbers included in the licence cost. Workspace admins can provision +39 Italian geographic numbers (02 Milano, 06 Roma, 011 Torino, 081 Napoli, etc.) directly to users. The Milan entity: why Italy is different from the rest of the EEA

This is the angle no other “Google Voice Italy” article surfaces. Per Google's Voice service terms provider list, the named provider of Voice service is:

  • For Italian customers: Google Cloud Italy S.r.l., Via Federico Confalonieri 4, 20124 Milano, Italia — a registered Italian company.
  • For French customers:Google Cloud France SARL, Paris — a separate French entity.
  • For the rest of the EEA, Switzerland, and the UK:Google Voice Ltd., 70 Sir John Rogerson's Quay, Dublin 2, Ireland.

Italy and France are the two EEA countries where Google chose to operate a country-specific Voice entity rather than route through the Irish parent. Three practical implications for Italian buyers:

  • Italian law governs the Voice contract.Disputes can be brought before AGCOM's consumer dispute resolution procedure rather than going through the Irish DPC's lead-supervisory-authority mechanism that applies to other European Voice customers.
  • Italian VAT (22%) applies directly. Your Voice billing comes from an Italian entity, so no cross-border VAT mechanics.
  • Garante (Italy's data protection authority) has direct jurisdiction over Google Cloud Italy S.r.l. Notable context: the Garante fined TIM €27.8 million in 2020 for GDPR violations — Italian regulators have a track record of acting decisively, which is part of why Google chose to incorporate locally rather than serve Italian customers through Ireland.

AGCOM regulatory context — including the 2025-2026 anti-spoofing rule

Italy's telecom regulator is AGCOM (Autorità per le Garanzie nelle Comunicazioni). AGCOM administers the Italian national numbering plan, licenses carriers, and enforces emergency-call and anti-spoofing obligations. Three things directly shape Google Voice in Italy:

  • D.Lgs. 207/2021(Gazzetta Ufficiale n. 292 of 9 December 2021) implemented the EU European Electronic Communications Code in Italy. It replaced Articles 1–98 of the older Codice delle Comunicazioni Elettroniche (D.Lgs. 259/2003) and is the statute Google Cloud Italy S.r.l. operates under for Voice number allocation.
  • AGCOM Delibera 106/25/CONS— the freshest 2025-2026 regulatory anchor. From 19 August 2025, Italian operators must block inbound international calls presenting unauthenticated Italian landline Caller IDs.   • Emergency calling 112 (Numero Unico Emergenze, NUE 112).Italian VoIP providers must route 112 calls to the correct provincial dispatch centre based on the registered service address. Google's emergency-calling page warns that 112 will not work during power outages, internet loss, or Voice service outages — same caveat as other European countries on the first-party list.

Why does Workspace get Italian numbers but personal Voice doesn't? Google routes Workspace through AGCOM-recognised carrier partners via Google Cloud Italy S.r.l. but has chosen not to enter the Italian consumer market — mostly because consumer Voice would require Google to take direct responsibility for service-address verification (under Italian Codice Fiscale rules) and 112 emergency-routing accuracy for individual consumers, which is more operationally complex than the B2B model.

5 Google Voice limitations that matter in Italy

1. No SMS or MMS on Italian numbers

Voice texting is restricted to US and Canadian numbers. Italian Voice numbers cannot send or receive SMS — not on Standard, not on Premier. If you need two-way SMS for 2FA, customer support or marketing on a +39 number, use Wildix, Messagenet, Aircall, or an Italian mobile carrier (TIM, Vodafone, Wind Tre, Iliad).

2. No numero verde (800) toll-free

Google Voice provisions only geographic Italian numbers via first-party calling. There's no 800 numero verde, no 199 special-rate, no 144 / 166 short codes. For toll-free in Italy, use Wildix, Messagenet, VoipVoice, or an incumbent (TIM Business, Vodafone Business Italia).

3. Voice Starter ($10) isn't available standalone

Like the Netherlands and Ireland, Italy is restricted to Voice Standard ($20 USD/user/month) and Premier ($30). Voice Starter is US-only. Combined entry cost with Workspace Business Starter (from ~$7 USD/user/mo) is around $27 USD/user/month before Italian IVA — meaningfully more than Spain or France ($16-$17 entry).

4. Italian mobile and VoIP numbers can't be ported in

Per Google's number-porting requirements, mobile, nomadic, VoIP and non-geographic numbers in European countries are all explicitly excluded. In Italy that covers all 3xx mobile numbers (TIM, Vodafone, Wind Tre, Iliad, HoMobile, ho.mobile, Kena, Very Mobile, etc.), VoIP-issued geographic numbers, and most modern Italian numbers. Only some PSTN-anchored geographic landlines (02 Milano, 06 Roma, 011 Torino, 081 Napoli) issued via traditional copper carriers qualify, and even then with full LoA + Codice Fiscale paperwork.

5. AGCOM anti-spoofing now actively blocks bad caller IDs

Under AGCOM Delibera 106/25/CONS, Italian operators have been blocking unauthenticated foreign-originated calls presenting Italian landline Caller IDs since 19 August 2025 and Italian mobile Caller IDs since 19 November 2025. Practical consequence for Italian Workspace Voice users: outbound international calls from your Italian Google Voice number should authenticate correctly through Google's STIR/SHAKEN equivalent, but if you ever set a custom Caller ID via Voice admin, double-check it's a number you're authorised to present — or your calls may be silently dropped by Italian receiving operators.

Can I use a US Google Voice number from Italy?

Yes. Existing US Google Voice numbers work from anywhere over Wi-Fi or mobile data via the Voice app or web. Calls and SMS to US numbers from Italy are free; calls to Italian numbers from a US Voice number use Google's standard international rate. This path is especially common for Italian-Americans calling family in Italy — one of the largest call corridors on Earth, with roughly 17 million Americans of Italian descent (the 5th-largest US ancestry group) and 2.16 million in the New York metro alone.

Account-flagging risk in 2026:Google has tightened enforcement against accounts consistently logging in from non-US IPs. Long-term expats sometimes report their Google account auto-migrating to .it, which can strip the Voice number. Keep a US billing address on the Google account, log in occasionally from a US IP if you travel. Don't rely on Voice for US bank 2FA — many banks now refuse VoIP-issued numbers as receivers.

Workarounds people try (and why they fail)

VPN + US virtual SIM number

Violates Google's ToS. Long-term Italian IP logins trigger account auto-migration to .it which strips the Voice number. Suspension can cascade to Gmail, Drive, YouTube. Not worth it.

Trying to port an Italian 3xx mobile in

Google's porting requirements explicitly exclude European mobile, nomadic and VoIP numbers. Italian 3xx mobiles cannot be moved. Keep them where they are or move to Wildix, Messagenet, Aircall.

Skype Out — no longer an option (hits Italy-US corridor hard)

Microsoft retired consumer Skype globally on 5 May 2025. Skype was disproportionately popular in the Italian-American calling corridor because Skype Out had the cheapest PSTN rates and Italian-Americans could top up Skype Credit for relatives in Italy who didn't have international plans.
