4Calling the UAE vs. App Calling Inside the UAE
There are two very different situations people confuse, so let's be precise. Calling a +971 number from another country works normally. App-to-app voice and video calling from inside the UAE is restricted. Here is the difference.

A standard international phone call placed from another country to a +971 landline or mobile terminates on the UAE phone network and rings the recipient like any other call.
